Boat Basin Drive
Location: Charleston, Oregon
DEA provided preliminary engineering and construction engineering services for this project to provide a safe bike and pedestrian route between Cape Arago Highway and Coos Head Loop Road. This $1.2 million local agency federal aid project is nearly 1 mile long and includes an 8-foot separated sidewalk, multi-use path, pedestrian amenities, paving, water quality facilities, landscaping, illumination, and drainage improvements. Key design improvement included addressed an existing drainage problem that forced pedestrians to walk in the roadway during most of the winter and providing an 8-foot sidewalk with pedestrian illumination.
DEA was successful in helping the client reduce overall project costs through creative solutions, such as working with the county to find a local dumpsite to accept contaminated soils and making minor design modifications to reduce soil excavation to obtain significant project cost savings. DEA was also able to eliminate environmental permits by staying under the 0.10-acre jurisdictional water threshold with design modifications. DEA construction staff developed and maintained excellent relationships with the contractor, local businesses, and local residents and supported a smooth construction phase.
