Stormwater Marketplace Feasibility Evaluation

DEA studied ways to more effectively manage the city of Portland’s stormwater. Each year, untreated stormwater flows into the Willamette River, damaging this already stressed natural resource. The city wants to meet the growing demands on the combined sewer overlow system through the development of a stormwater credit trading marketplace. The marketplace is also intended to encourage more sustainable stormwater management for both public and private land owners. DEA helped the Bureau of Environmental Services (BES) assess current conditions for CSO flow and volume, determine which best management practices can most effectively be implemented to help reduce future CSO demand, and establish the marketplace framework for stormwater credit trading.
