South Kirkland Park & Ride TOD

Location: Kirkland, Washington

DEA is part of the design team developing this seven-acre TOD mixed-use project that will be BuiltGreen Certified. The development includes construction of a four-story, mixed-use project for approximately 239 residential units (181 market rate; 58 affordable units), 10,440 square feet of commercial space, and a separate METRO Transit parking garage, a bus station, and public open space. DEA provided all related civil design and surveying. Specific tasks included civil site development engineering, erosion control, stormwater, water, sewer, road, and channelization plans. DEA also provided site lighting design. On the north side of the South Kirkland Park &Ride campus, King County METRO plans to expand the park-and-ride facility by constructing a three-story, 530-stall parking garage. The project was very complex due to several factors:

  • The project has three owners, two developers, and three sets of green design criteria
  • There is a variety of funding sources, including private, nonprofit, county, state, and federal
  • King County METRO Transit has reviewing authority
  • Bellevue and Kirkland are the permitting municipalities
  • Forty feet of fall exists across the site
  • An accelerated schedule necessitated that design to permit occur in a six months
  • The three owners were King County METRO, Affordable Housing, and a private developer
  • The project involved two architects (one for the affordable housing; one for the private developer)
  • The project is a public-private partnership
