Wild Horse Wind Facility (229 MW) & Wild Horse Expansion (44 MW)

Location: Kittitas County, WA

DEA provided professional engineering, land surveying, permitting, and construction services for the 229 MW Wild Horse Wind Facility. The project included BOP civil design for 37 miles of access roads, laydown areas, gravel and concrete batch plant areas, a project collection/transmission substation, and an operations and maintenance (O&M) facility on a 19-square-mile project site. DEA provided support services for EFSEC construction approval, coordination with Kittitas County, and buyer’s agreements with turbine suppliers. DEA also performed an 8.5-mile route design survey to connect the project to the Renslow Substation.

Additionally, DEA provided BOP professional services for the 44 MW Wild Horse Expansion. The project included the upgrade of the Beacon Ridge Road to incorporate two new collection circuits as well as the development of a new quarry site, batch plant site, 8 new miles of access roads, and 22 wind turbine sites. For each project, DEA provided roadway construction observation, environmental compliance monitoring, and updates to the Stormwater Pollution Prevention Plan (SWPPP). The services provided for the projects included the following:

  • Boundary and ALTA surveys for the power feeder lines
  • Microwave beam analysis and Federal Aviation Administration certifications
  • Project site layout and alternate site analysis
  • Wind turbine micrositing for constructability
  • Substation and O&M site design
  • Design of 45 miles of roads, county road access, and 149 WTG sites
  • Batch plant and laydown site grading
  • NPDES permitting (SWPPP)
  • Construction plans and specifications
  • Construction staking, quality assurance, and environmental compliance monitoring
  • Avian/wildlife/habitat/cultural studies
  • SEPA supplemental Environmental Impact Statement
  • Aerial photogrammetry/surveying/mapping
  • EFSEC/SCA support
  • 34.5 kV MV collection cable layout
